With the rise of Internet-of-Things (IoT) devices that interact with each other autonomously without human intervention increases exponentially identity management problems [2]. The challenges include managing large number of identities from multiple heterogeneous systems while preserving privacy [3]. The existing solutions use centralized identity management services that are costly to deploy and maintain while being vulnerable against attacks due to single point failure [4]. The distributed ledger technology (DLT) promises decentralized identity management solutions that are more scalable than traditional approaches [5]. In this paper we propose a decentralized identity management solution using federated ledger technology that improves scalability by distributing ledger storage among different entities without compromising security properties such as privacy preservation. ## Federated Ledger Technology Federated ledgers are distributed ledgers where consensus is achieved through voting among participants [6]. They allow multiple organizations or entities (i.e., nodes) within a federation network share information securely while maintaining control over who can access what data [7]. In contrast with public blockchains like Bitcoin where anyone can join any time without permission required so long as they follow certain rules [8], federated ledgers require permission before joining which ensures only authorized parties participate hence increasing trustworthiness compared with open networks [9]. Additionally since there is no need for mining rewards incentives exist only within individual organizations thus reducing overhead costs associated with proof-of-work consensus mechanisms used by cryptocurrencies like Bitcoin [10]. ## Identity Management Challenges Identity management involves managing user identities including authentication credentials such as passwords usernames biometrics smart cards digital certificates etc across multiple systems applications platforms devices etc [11].
